The J.Y. Interpretation No.6 had previously held that, except as otherwise provided for in other laws, a civil servant cannot serve concurrently as a civil servant and the publisher or editor of any newspaper and magazine under Article 14, Paragraph 1, of the Public Functionary Service Act. Based on the same rationale, a civil servant cannot serve concurrently as a civil servant and the director, manager, reporter or employee of any newspaper and magazine under Article 14, Paragraph 1, of the Public Functionary Service Act.
